Improved Template Manager
An overhaul of the template manager means you can now edit all the files in a template, copy templates, modify files, create new folders, compile LESS files and easily create template overrides of modules, components, and layout.
Joomla! 3.2 and now offers a multilingual-site option, you can now automatically activate the multi-language feature during installation
RAD (Rapid Application Development) Layer

Now with Joomla! 3.2 you get optional Two Factor Authentication (TFA) for extra security to produce an additional security code that is sent privately to the user (e.g. to their phone) and BCrypt Encryption of passwords for even stronger security.
Debug mode is used to find errors on the site and is available for the Super Administrator. This allows you to run diagnostics without taking your site offline, and without the risk that visitors see any error messages.
Joomla! 3.2 moves TinyMCE 3 to TinyMCE 4, the new version offers a more orderly layout and additional new features, dropdown menu and more options to customise.
Should I upgrade to Joomla! 3.2?
If you are using Joomla 3.0 or 3.1, we recommend migrating to Joomla 3.2 today to explore the newest features and improved benefits.
If you are a Joomla 2.5 user today you should wait, are encouraged to stay on 2.5 until Joomla 3.5s release. Many third party extensions that work in 2.5 will not work yet in 3.2, you will risk having problems with these.
Joomla 1.5 users, you must migrate to a new version right now
